--xxlPadding: 80px 200px 80px 200px;  \">\n        \n<div class=\"wp-block-scrapad-blocks-container c-post\">\n<div class=\"c-article__desc wp-block-scrapad-blocks-article-desc\">\n<p>The <a href=\"https:\/\/environment.ec.europa.eu\/topics\/waste-and-recycling\/waste-shipments_en\" target=\"_blank\" data-type=\"link\" data-id=\"https:\/\/environment.ec.europa.eu\/topics\/waste-and-recycling\/waste-shipments_en\" rel=\"noreferrer noopener\">Waste Shipment Regulation<\/a> has been revised again in 2024, and this new version <strong>aims to reduce the shipment of problematic waste out of the EU<\/strong>, among other objectives.<\/p>\n\n\n\n<p>In this blog post we will tell you about <strong>the changes and when they come<\/strong> into force.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Amendments to the Waste Shipment Regulation<\/h2>\n\n\n\n<p>The Waste Shipment Regulation aims not only to reduce the shipment of problematic waste out of the EU, but also to <strong>update shipment procedures to reflect the objectives of the circular economy and <a href=\"https:\/\/scrapad.com\/en\/blog\/climate-neutrality\/\" target=\"_blank\" data-type=\"link\" data-id=\"https:\/\/scrapad.com\/en\/blog\/climate-neutrality\/\" rel=\"noreferrer noopener\">climate neutrality<\/a><\/strong>, to use electronic submission and exchange of information, to improve compliance monitoring and to tackle illegal shipments.<\/p>\n\n\n\n<p>In addition, it establishes <strong>measures to ensure that waste is only shipped to destinations where it is adequately<\/strong> treated in an environmentally sound manner.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\">Waste shipments between Member States<\/h3>\n\n\n\n<p>For <strong>waste shipments between Member States, pre-notification<\/strong> for hazardous waste and hazardous waste <strong>will continue to apply<\/strong>.<\/p>\n\n\n\n<p>For <strong>green list shipments<\/strong>, the same rules apply, i.e. the <strong>issuance of Annex VII<\/strong>.<\/p>\n\n\n\n<p>This process is to be automated, so that it is paperless and <strong>can be handled electronically<\/strong>. However, the new EU electronic sistem will not come into force until May 2026.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\">Waste exports<\/h3>\n\n\n\n<p>For exports of waste, the <strong>ban on Member States exporting waste destined for disposal to third countries<\/strong> and the <strong>ban on exporting hazardous waste destined for <a href=\"https:\/\/scrapad.com\/en\/blog\/waste-recovery-and-its-advantages\/\" data-type=\"link\" data-id=\"https:\/\/scrapad.com\/en\/blog\/waste-recovery-and-its-advantages\/\" target=\"_blank\" rel=\"noreferrer noopener\">recovery<\/a> to non-OECD countries continues<\/strong>.<\/p>\n\n\n\n<p>However, for exports of waste on the green list, the following will change the current rules and come into force from May 2027:<\/p>\n\n\n\n<h4 class=\"wp-block-heading\">OECD countries<\/h4>\n\n\n\n<p>For countries belonging to the <a href=\"https:\/\/www.oecd.org\/es.html\" data-type=\"link\" data-id=\"https:\/\/www.oecd.org\/es.html\" target=\"_blank\" rel=\"noreferrer noopener\">OECD<\/a> (Organisation for Economic Co-operation and Development), <strong>the current procedure will continue to be the same as before<\/strong>.<\/p>\n\n\n\n<h4 class=\"wp-block-heading\">Non-OECD countries<\/h4>\n\n\n\n<p><strong>Exports to these countries will be banned, unless they can prove ex officio that they comply with environmental regulations<\/strong>. The authorities of non-OECD countries will be responsible for notifying their wish to obtain waste from the EU and will have to demonstrate their ability to manage such waste by submitting the relevant annexes.<\/p>\n\n\n\n<p>All those still wishing to trade with Europe must submit a <a href=\"https:\/\/circabc.europa.eu\/ui\/group\/636f928d-2669-41d3-83db-093e90ca93a2\/library\/8c3e1be8-eb74-4df7-9bb6-cbd28627f101\/details?download=true\" data-type=\"link\" data-id=\"https:\/\/circabc.europa.eu\/ui\/group\/636f928d-2669-41d3-83db-093e90ca93a2\/library\/8c3e1be8-eb74-4df7-9bb6-cbd28627f101\/details?download=true\" target=\"_blank\" rel=\"noopener\">\u2018Request for Inclusion\u2019<\/a> to the Commission by 21 May 2025 and send it to <a href=\"mailto:env-waste-shipments@ec.europa.eu\" target=\"_blank\" rel=\"noreferrer noopener\">env-waste-shipments@ec.europa.eu<\/a>. In this request, non-OECD countries <strong>must demonstrate their ability to manage the waste<\/strong> they wish to import from the EU in an environmentally sound manner under conditions equivalent to those applying in the EU. This includes providing detailed information and documentation, as set out in Annex VIII of the Regulation.<\/p>\n\n\n\n<p><strong>Based on applications received by 21 February 2025<\/strong>, a list of non-OECD countries that will remain eligible to import waste from the EU will be established.
